Well if you got 500kb/s on that ubuntu torrent then theres nothing technically wrong, you've done all the right things, not sure why you would get slow speeds on every other torrent though. Maybe bad luck? hard to say now.
Ah yea. It really sucks. Cause I mean the torrents to have well over 500 seeders. and the health of the torrents are good. But I just keep getting slow speeds.

I ALWAYS get slow speeds. Max of 50 - 60kbs, AMAZINGLY though the ubuntu torrent gave me 500kbs download.
But thats straight from the ubuntu site I Think.

How many seeds and peers?
What Torrent Program are you using?
( Most important ) Whats your average speed download?

Some Private torrents website's are wannabe's....which is what you are using.....real private torrent websites do not have open registration.....you must be invited by another member of that website....and not all member's have invite's to give out....only member's with statistics and good behaviour get them....It took me 3 years to get membership of the one of the best private trackers in the world....and the other only took 1 month....turned out they only started that tracker a month ago and registration were open for 2 months when they first started back in 2005....
I would also guess that alot of the seeds/peers are uploading at 3k just to get a decent leech speed (minimun setting in bitlord etc to get unlimited d/l)... I suggest IRC :D
From what I have read in this forum you have done everything right to get good torrent speeds. Where you missing out is the sites that you are going too. If you google private trackers there is a website that tells you about current open registrations on private tracker sites. You will have to slowly make you way through them to find a good one. Otherwise you will need to find someone who will give you an invite to a site.
The two I have joined up with were both through this site and on a good torrent I pull between 500kb & 1Mb.
Also limit your upload speed to about 7kb while you are downloading so your bandwidth isn't getting used up through uploading.
