It all comes down to how much you pay for your residential services, and as mentioned above the cost of scrubbing services/appliances.

Unfortunately for you, ISPs prioritise business customers who specifically pay for the capability, for whom it's critical for their businesses.

For residential customers, any protection is to protect the network and other users who haven't been provoking others online.

Make him buy and game through a VPN. It might help in terms of mitigating the impact seen by the ISP (providing the VPN provider doesn't forward through Gbps of traffic!)... Of course he'll have to change VPN provider occasionally as well if he's regularly making people angry enough to want to DDOS him.
