Having read similar threads like these over the years it seems the only way to get things moving is start a petition.
If you're up for it do a small leaflet drop in everyones letter box, if everyone is renting then they can all complain to their landlord. With over 50% buy in hopefully you could get movement. Just depends on if you want to do the legwork and ideally with the blessing of your landlord.
