What I find truly bizarre is that they/someone has worked out it is a trip hazard and installed an appropriate cable cover... but failed to address the big picture problem....

Phew, good to see they've installed a cable protector across the footpath.  It must be a permanent solution otherwise if temporary or in transition there would have been cones everywhere!
