cbrpilot: That doesn't sound right to me.

Why would Chorus/Telecom Wholesale not deliver early if they could?  Surely there are no penalties for doing so (as long as they have kept all the ISPs abreast of the likely timelines).  And let's face it, you know when you're ahead of schedule.  I would think that if the cabinet and the kit are all there, they will turn them on early.  They are not out to piss people off.

 
Having done managed large projects myself before, I would imagine the cabintisation project consists of several processes
running concurrently. 

One might be ahead of schedule (the deployment of the physical cabinet in this case) but others may be on or behind schedule (maybe sourcing the equipment to go inside, or upgrading the fibre connection, or even getting the labour to fix it all up - there are only so many technicians in NZ).
It's all very well having the cabinet, but unless you have all the other stuff too you can't do much with it.

Some areas are behind schedule. Cabinetisation in my suburb (Queenspark, Christchurch) has been pushed back from July '09 to October '09.

I absolutely agree.  

My comments referred to the situation where everything was done, but Chorus/Telecom Wholesale sat on their hands because they were ahead of the announced date.

Just a small update, I've noticed along avalon drive where the old cabinet is that someone has dug some holes from the cabinet upto karaka st and a truck parked up with what I assume is ducting pipe (its green) so if I'm right then that must be where they are bringing the fibre cable from.
