Isp of course can provide you with multiple IPs over DSL but why. There is no really good reason that I can think of for having multiple IPs over a DSL connection. We all know how flaky these connections can be so setting the expectation that you can run multiple services from a DSL connetion is only going to end in great frustration.

UNS, Firbre are far better as they have CIRs and SLA's, its about getting the right connection for the service and anyone running critical services from a DSL connection should be shot.

Telstraclear dont even allow static IP addresses AFIK on PDQ to make sure people are not getting their expectations all wrong.
