Looks like that patience paid off.
Latency to Cloudflare from Spark in Wellington.

 

It really highlights the "take" nature of Spark as they likely fired up a PNI to Cloudflare instead of meeting them over an IX like every other ISP. We all know Cloudflare isn't paying Spark here, yet local providers are still expected to pay for the privilege of access to Spark despite many of them hosting content and services that Spark customers consume.

Presumably there is also an increased cost to the ISP of sending that traffic overseas then back again - but I guess that doesn't really matter if you have a dominant market position.

 

 

Any smaller service providers in affect have to pay one of Spark, One or 2degrees for "domestic" peering or NZ traffic to them will "peer" via Sydney. Its an old stand over tactic.

Are they not paying to have their servers co-located at a Spark datacentre in Christchurch? So they got peering with Spark broadband customers there and also exchange traffic via CHC-IX. But I'm not sure where they are in Wellington.
