With regards to the NGN time frames, I believe thats all tied in with Telecom's undertaking with the Government, so if that where true I'm sure their would need to be some sort of agreement between the Government and Telecom. The media would just love that.
Update: I've done testing in Auckland/Hamilton area and found the quality of landlines in New Zealand is excellent. Prior to Auckland, I've done testing in Australia and found the quality there is lower than in New Zealand.
