Yep, you cannot blame the connection, talk to your ISP or the data source.

My connection is heavily restricted.. being on 'BigTime', so never usually see massive speeds despite the 14Mbps sync.

However, I've just been Dling some updates for my upcoming Garmin and found I get full speed 1.3M/s

Depends, is this the phone socket to modem, not normally unless its very very poor, dont forget the signal has already come several hundred meters down the street. But say away from cheap flat line cords.

But if you are refering to the connection as your line stats are posted above then I see no issue, your modem states it has a 15Mb/s connection back to the exchange, the issue I think you will find is with your ISPs provision of service to your exchange.

Complain to your ISP, but dont expect a lot of interest from them, better option is to use you consumer right and vote with your feet, find a better ISP.
