That is definitely the Manukau Telephone exchange. Most exchanges have a cell tower beside them. I guess telecom thought it made sense to put them up on a property they already owned. If you are not on a cabinet, then this is where your Broadband port will be.

well i still dont under stand why they have to have a cell-phone tower but oh well well unless its about 2km away from where i live.
