To be honest I would not worry, the modems reporting better (more stable noise margins) and with lower transmit power, with a 5% drop in speed, not really a biggie.

And chances are, it will sync at different rates each time you restart the router. It may be a little slower sync speed, but if it's more stable, you may find throughput is greater.
