I think it goes further than that. I can recall that the government has to approve any major change of ownership...Just another regulation.

I assume you don't want to go back to the days of it taking weeks to get a phone activated? I really don't think you understand how much money it costs to run a telecommunications company. You and your mates would actually be better off starting your own telecommunications company by taking advantage of LLU.
