First point is very valid, but also not to underestimate the second. 
Ah, Yes, What I had in mind at the time of writing was that perhaps 10gb used over time costs them FAR less than the sudden 10GB used by someone buying it at $2 a gb at full speed using it in a couple of hours (Think downloading a steam game)

Slingshots 64kbps (48kbps) has a performance worse that dialup, I would love to see 128kbps as the capped speed for a few $'s more &/or a smaller monthly data cap.

I guess the problem really site with Telecom as they are the one's reselling the dsl services and they only have a 64kbps capped offering.

I'm fairly certain that would only be true for the (very) old WBS resold plans, if you purchase a UBA connection it's up to you if/when/how you reduce a customers speed.

The main problem is that throttle is used as a stick to beat you (sorry, upsell you)up to the next datacap threshold/price point.

I don't think the throttling is controlled by telecom wholesale, as when I was on vodafone the upload speed wasn't throttle, just the download speed whilst on telecom both upload and download are throttled.  Agree that having a slightly higher cap but prpbably but less stress on the network than people downloading as mcuh as they can on the last day of the allowance to try and 'beat' the cap. You could still download a lot at 128kbs though, over time, so it's not much of a penalty. If I was on 128kbs I probably wouldn't pay for extra data , as the internet experience would be tolerable..
