If they want fibre to each apartment my guess would be to use something like 3M's one pass fibre product. It is a trunking (for want of a better word) system where the fibre is part of the trunking. You run it along a hallway and at each apartment just break out the fibre in a special little splice tray. Super discrete, but would hate to see the price on it.
