Then with ONT plugged directly into PC with PPPoE dialer 191/47mbps

tell your techies to up their shapers, the 200/50 plan is a 'right performing' one which means you should expect real world throughput to be above 200/50

There are none, just fat pipes. When looking at my bandwidth monitor tool I have running it looks like the test file is too small for the TCP ramp up. I'll try a real world scenario again

I've seen our UFB tails doing close to 1gig in the lab (yes Chorus allow you to this this)

time to slap a pfsense behide your ONT maybe tongue-out

You need at around a 2Ghz cpu to get 200Mbit throughput with pfsense according to https://www.pfsense.org/hardware/ so you'd be looking at a mATX or mITX build.

My build:-
Intel Xeon E3-1225 V2 @ 3.20Ghz
Intel S1200KPR server board mini-ITX
A-data ECC 4GB x 2 1600MHz
Intel Ethernet Server Adapter I350-T2
Samsung 840 Pro 120GB
pfSense 2.1.4 RELEASE

I'll say bring on the 1Gb UFB cool

CPU: Intel Xeon E3-1225 V2 @ 3.20Ghz
RAM: A-data ECC 4GB x 2 1600MHz
SSD: Samsung 840 Pro 120GB
Motherboard: Intel S1200KPR server board mini-ITX
NIC: Intel Ethernet Server Adapter I350-T2

Getting off topic here... But no shapers? You don't shape traffic per user into our (Chorus) network?
You really should be - as we police per service.

Edit: taken discussion offline.
