I had this a number of years ago, the (small) ISP sold me a 100mbps fibre connection but only had 30mbps international capacity for their entire customer base, they were 'upgrading to 60mbps' just as I left them but still happily signing up new customers with '100mbps' connections.

But remember these days international traffic is typically well under 50% of total RSP traffic. Most traffic is either domestic, or to Australia which is often via domestic transit peering in Auckland.

No, the developer pays Chorus (or whoever does fibre in the area) to install fibre inside the properties.

So from that would that suggest CLIC might have offered a lower cost to install so they could get there service in here?
Possibly.. The developer could have simply put the job out to tender as part of an ongoing revenue share model.
Can someone here do a fibre pre-qual for, say, 25 Dawkins Street, Cromwell, Central Otago District? It looks to be in the sub-division.
Chorus website is showing it as available but I take that with a grain of salt.

My fibre at the past use was about 105/23 ONT in living room next to router
In the new house, ONT/router in garage panel, plus the joiner thingie that passes ethernet to 12 rooms, 3 in use, I get about 90 downstream, due to the noise from the joins.

I'm not quite sure what you mean by "noise from joins" but it sounds very much like your switch ("the thingie that passes ethernet") is only 100Mbps FE if you're seeing that speed, rather than Gigabit.

Noise from joins. I was told here that the different cable arrangement adds noise. I.e. ONT to router then ethernet to a device, as compared to ONT to router to patch panel to ports throughout the house.
Im not on gigabit and the router (HG659B) is the same I used at the past house, so I went from the telco over provisioned 100/20 to the about the 95's same telco. It made sense to me. More joins, more connections.

Hi there, we've had a look and it looks like the developer of the subdivision has not engaged Chorus to lay the fibre network during the development process. Therefore, no fibre is currently available on our network at the address but it is within a fibre zone so has the potential for the network to be rolled out throughout the sub division. Perhaps talk to the developer to find out more about their plans.
