I don't know from where to where, but you said that you couldn't get a across a street for $1.
Well if I put a 6 core fibre across a street with 1Gb media media converters on it and sold 100mbit links then I'd be doing ok at $1/m for 1mbit - that's $1200pa just for 10% of ~17% of my fibre capacity.

Capacity in Sydney is 10c/mbit.
Sydney also has 4.5million people in it and a population density 128 times greater than NZ (Even just working on Auckland Sydney has twice the population density)
Apples and Oranges, Their simple is no way to make money on a submarine cable from NZ to AU and offer that price point
