Rebuilding my Media Server. Looking at around 15x 3.5 sata drives / 2x 2.5" sata drives. What sort of power supply should i be looking at. ATM im wondering if 1000watt is a over kill.

I would take a look at the requirements of each component, go from there.  Just the overall wattage is not the only factor; you need to make sure it has enough grunt on each rail where power's needed.

Usually give one of the power supply calculators a run to sanity check wattage you need
eg: http://extreme.outervision.com/psucalculatorlite.jsp

650W should be fine IMO, the PSU calculators tend to err on the side of caution already so don't go way over what they say. HDDs tend not to use much at all compared to say a higher end GPU, and 850W+ PSUs are more aimed at crossfire\SLI.

(EDIT: Just be sure to go for a good brand PSU)

for lots of hdds, your gonna wanna be looking for single rail if possible.

Are you using RAID?
If so, set your RAID card(s) to stagger the startup times of the HDDs.
This will reduce the power surge created when 15+ HDDs all start up at once.
And yes, 1000W is overkill.
