Hello!

Can someone build me/improve on my budget gaming PC
My budget is :$600.00 w/ Peripherals and Windows

Please help me, im not good at building gaming PCs.
Also I don't mind playing on med settings if its 30+ for games like CSGO (lol) , BF4 and new FPS games.

600 new wont get you a gaming pc with windows and keyboard/mouse.

As above. $600 will not get you a full gaming pc from scratch. You will need to either increase your budget or find 2nd hand parts to compliment it. Here is the closest I could get for you

Grand Total of $606 but you will need to hurry on those CPU prices. Expect to pay $220 for a CPU if you dont nab one of those CPUs on special.

Hunt around for a cheap OEM version of Windows 7, 8 or 8.1. install it on your machine, let it authenticate. Upgrade it to Windows 10, let it authenticate. Then reinstall if necessary. 
The cheapest I can find so far is http://www.pp.co.nz/products.php?pp_id=AA51677&ref=pricespy Windows 8.1 for $159.

This build will let you play most games on medium settings.

PROS
The reason for this build is to try and meet a particular price point ($600). The only way to do this is to head down the APU route which gives you a powerful integrated graphics card. As a bonus you can upgrade your machine if you get your hands on an R7 240 or 250 as either of these cards will work in crossfire with the integrated GPU on the AMD 7800. Its not a massive performance (see http://www.techspot.com/review/781-amd-a10-7850k-graphics-performance/page5.html) but if you manage to find a cheap one on trade me expect it to add around 5-10 FPS. 
Alternatively this paired with a decent Gfx card (R9 380 or higher/GTX 960 or higher) will make an excellent gaming machine.
There is also speculation that DX12/Mantle games will be able to use multi GPUs (not in crossfire mode) so you can potentially use a more powerful GPU later on. However that could be a couple of years before we see games able to take advantage of this.

CONS
The downside on this build is your upgrade path. The APU range of CPUs are not the best for performance so if you want to move to a more powerful CPU you will need to change your motherboard as well. You can limit the effect this has by trying to sell your existing stuff. 

Conclusion
$790 for base hardware (no mouse/keyboard or monitor).
$150-$200 for a windows license
$50-$100 for a 2nd hand monitor, or $200 for a brand new one
$50 for a cheap USB Keyboard/Mouse combo

The AMD APU is a great path to take if you want have medium settings in games until you can afford a better GPU later on down the track (especially if trying to stick as close to $600 as possible)

I always find it's good to include a HDD in most PC builds
