Im trying to build a mini itx or matx.

 

Getting a case is easy, but finding budget mobos is almost impossible.

 

Im using an i3-6100, I wanted to keep the case and mobo under $200 but its proving impossible.

 

Is this the cheapest mini ITX mobo at $170?

 

Asus H110 Mini ITX mobo

 

I looked at MATX and really its no cheaper than building mini itx due to price differences in motherboards.

MATX is a more common size and can be had for cheaper. Here is the M-ATX equivalent of the board you listed:

Get a case for around $100 and you are close to on budget. Also check PriceSpy for deals.
