Over the years I had 3 psu’s and 2 mobo’s die on me. ATX psu’s for older computers are incredibly cheap and easy to replace. I think I only paid around $35 for brand new units. The psu probably could have been repaired, but it wasn’t worth the hassle. I took a chance, bought a new one, popped it in, problem solved. It wasn’t such a big chance since symptoms pointed to psu failure.
Later a new problem emerged. Sometimes the motherboard wouldn’t boot, or would freeze part-way like you describe. Sometimes it worked normally but got progressively worse. While fiddling with it, I discovered that heating it seemed to help. When it didn’t want to boot, blasting it for 30 seconds or so with a hair dryer did the trick. This kept it going for quite awhile longer, but it gradually got worse and worse and finally refused to start regardless of what I did. It was an Acer Aptiva, by the way, one of the best machines I have had. A repair person told me this was likely a bad solder joint, but microscopic so almost impossible to trace and fix. Not an uncommon problem.
I bought a DIY job from a kid into gaming and swapped my hard drive over. It was surprisingly easy (after earlier 98 and XP experience) to get the new computer to accept the old drive, mainly just a matter of finding and upgrading a couple of drivers. Since then the new has worked just like the old, which is what I wanted.
