Am sure you've seen Timmay's reply already, so I can only add that every program will start up a lot quicker with an SSD - Windows undoubtedly, IE11 undoubtedly, Office undoubtedly. Whether they actually operate quicker (encode video, apply Photoshop effects, etc) I wouldn't know as I've never sat down and timed something on an SSD vs a HDD, thought I guess there's stuff on the Interweb about that.
Spending the money on an SSD vs more ram, personally, would go with the SSD, but its obviously not my money.
