OK, now I do see it. I'm also getting it at 1080 but no sign of it at 720. I tried downloading it again at 1080 and I also see the artefacts on playback. Monitor is an old HDMI 42 inch.

This is just some idiot uploading interlaced video to YouTube. Heaps of people who should know better do it.

Some playback codecs will detect and fix it, some will not.

I noticed the same issue in the past. For me, an extension called h264ify (Chrome, Firefox) fixed essentially all playback issues on my devices (Chromebook, Surface, Desktop). I believe the standard video codec they use is not supported by hardware rendering causing some issues (my GTX 1060 had major issues) and just confirmed when I turn off the extension I see all sorts of weird YouTube issues on my Windows PC. It has also really helped on my Chromebook allowing for 1080p 60fps video to play smoothly.

Try it and see if you notice any improvement.
