I have a couple of cheap atom based windows computers I got off aliexpress on TVs around the house. Mainly use with the camera software to watch the driveway for pizza arriving. They work ok for what they are, 2 gigs ram and I think 32 gig of slow emmc storage that is still faster than spinning rust drives. I paid about usd 130 each for them a while back, seems prices are pretty stagnent on them and theyve not got cheaper. Way more than an android box but you will at least get updates on it for a while. Some concerns with 32 gig storage going fowards with windows updating so if I did it again I would go for a 64 gig one.

 

windows UI sucks for use at a distance, you have to use a mouse since nothing has support for the arrows and OK like real consumer electronics gear has on it, but its somewhat workable.

Thanks for the advise everyone. If we go this way we'll do a cheap trial first, maybe with an existing busted laptop. Bit more tricky as she's in another city, but we'll manage.
