If i use my ps3 with a 22" 1650x1050 resolution im not going to be able to view it at 1080p am i? since its at 1050. so ill only be able to use 720p?

Certainly not Natively,
The screen  might be able to do some fancy dithering/pixel scaling magic to get close, ( or maybe not)
but you ain't gonna get 1080p out of a panel without at least 1080 lines, most likely it will only let you run at 720P

Most 22" LCD's are 16:10 1650x1050 native resolution, you need at least a 24" for 1080p (with letter boxing) iirc.
