It seems like you're more on the right track now, graphics software should have good graphics hardware.
Your budget will dictate what card you go for, I'd stick to the gaming line, although there are dedicated CAD cards the only decent ones are likely well out of your price range.
nziced: IMO your throwing away money for a PC built solely for Photoshop. I run photoshop CS4 on my daughters 1.6ghz, 384MB ram(:D), and a 32 MB video card. Really it's not at all demanding like some people make it out to be. Loads in about 8-9 seconds and can have MANY 2000 x 2000 images open at once. If you were doing professional video editing, maybe. But this is just casual photshopping, so I wouldn't go "all out".

Look, I'm a Pro Photographer, I spend A LOT of time infront of my computer in CS4.
Get the Dell Monitor, Colour Accuracy is the most important thing to think about. Yeah you can find a cheap monitor, but it will also be crap. I understand you may not want to build an expensive PC, but if she takes her job seriously, then you need to spend the money on the monitor.
