SSD will definitely make an improvement on sata2, heck it would probably make a marked improvement on sata1.

I'm not so sure about the graphics. I'm fairly certain there is some room for backwards compatibility, I have a pcie2 card on a pcie1 motherboard running with no obvious ill effects. You could probably put a pcie3 card on your pcie2 motherboard and have no problems. Heck, last I read pcie2 hasn't been saturated by a video card by any real world gaming yet. I don't know if getting a pcie2 card would be something you'd want to do, because I don't know if you can get them with the latest Direct X, OpenGL, etc support that you might want.
But don't take my word on it! Maybe someone else could give you better advice, only other advice I can give you is to research your motherboard, what success people have had with pcie3 cards in it, and research the cards your looking at.
