You're talking about the normal convention to only preformat external drives and not to bother with internal drives. I'm talking about the many exceptions for all types of drives including purchased separately or preinstalled in a new system:

• Technically, for hard disk drives (HDDs) we should be more specific because internal HDDs always have a low-level preformat so for HDDs we are only talking about high-level preformatting. SSDs don't have a low-level format.
• I've also received many internal HDDs that have a high-level format primarily as an artefact of quality assurance testing. I've heard of other people receiving SSDs that are preformatted - again, this is probably from QA. In the past I've also seen internal drives specifically marketed as preformatted with special partitions - just like some flash drives have a special partition often used by encryption software.
