I purchased doenloadable software which was downloaded as an ARM file. The web site would not let me download directly to my Ipaq 6315 directly as normal. I saved it to my desktop. How do I install the program from the dexktop to the PPC?

Have you contacted the website where you bought this from, asking for instructions? They should have a help desk department, otherwise I wouldn't buy there again.

What kind of file is this? .CAB or .EXE?

If it's a .EXE installer for Desktop, simply run it on your computer, while the Pocket PC is in the cradle.

If it's a .EXE installer for Pocket PC or .CAB for your Pocket PC, open ActiveSync, click Explorer and copy the file to your Pocket PC. Then open File Explorer on your device, find the file and tap on it to execute and install.

If it's a .EXE for Pocket PC, then you may want to create a folder under \Program Files on your Pocket PC and put the file there. Then tap and hold, select Copy and browse to \Windows\Start Menu\Programs and select Paste Shortcut to create the icon there.
