I have a ability at work to ActiveSync directly to my exchange server. But being the cheap git I am, I only want to do it:
1/ When connected via my cable on the work network
2/ When I'm at home and connected via WLAN

Can I do this, or is the GPRS not controllable.

The other thing, if I'm connected via cable, does that mean a "push" from the exchange server will come through the cable and not GPRS? - And is there any way (apart from being able to get at the exchange server) that I can say let me sync up when i want to and don't push email to me.

You can change the schedule settings. On your Pocket PC open ActiveSync, tap the options to find Schedule and instead on sync on new items, change to Manually or on a time cycle.

This should reduce data usage.

You can synchronise via Wi-Fi or cable, but you have to manually initiate it, or make sure the device is connected to the network. Otherwise it will default to the GPRS connection.
