It is a web site choice whether mobile optimised web pages are user scalable or not.

I would not call it a problem of the Symbian^3 phones but rather one of the web site admin - it is their call as to whether their site is user scalable or not - the phones are just supporting the tag correctly.
From what you say the N9 browser in Meego must not support the user scalable metatag yet. There seem to be a number of temporarily missing features in the N9's firmware - maybe the browser will be updated at the same time as those in a future firmware update.
The N9 definitely supports the User Scalable tag (take a look at the HTML5 results for it on Google -- it has the highest HTML5 support of any released mobile browser). It may not have been present at the time you got a sneak preview of it, but it's definitely there now.
That said, I'm not sure if Geekzone supports it properly, or is turning it on for some clients and not others. The N9 allows me to scale Geekzone's mobile site, but not Google's for example. Also Geekzone serves a reasonable font size to the N9 but a ridiculously small font size to Anna.
