If I recall correctly (and it has been a while so I may not), Manhunt wasn't banned due to its graphics but rather that it encouraged indiscriminate killing. The Last of Us presumably has an actual story behind it and isn't just about killing indiscriminately.
Rob64: the last of us part 2 seems a wee bit over the top, it doesn’t need to be.
In the context of the story I'm sure it's no better or worse than, say, the Saw movies. This is why the ratings classification system exists.
Crackdown 3 is the one I want. RDD2 too. 2077.
Cyberpunk 2077 and DOOM Eternal are firmly on my list.
