Welcome to Geekzone... Seeing you are running the IVT software with PAN, it should all be automatically enabled.
Start by checking your firewall software, they do interfere with networking a lot. Make sure the dial-up adapter is BRIDGED to your IVT adapter. Also you might have to manually configure a LAN with some distinct local addresses on both virtual Bluetooth adapters, but entering your ISP's DNS and gateway information.
