Hello, when I log on to different computers in an AD domain I see that on each different computer a new user folder is generated for me with it's own Desktop, Downloads, Favourites, Links, Music, Pictures etc. folders.
Are these all local to the particular PC you are logged on to ? - for instance if I deleted these folders am I only losing what I put in them on that particular computer ?

That's correct. It doesn't sound like the users on the Domain your are logging on to are configured with roaming profiles. With a roaming profile, all your settings/files are backed up and loaded from the server each time you log on/log off. Your domain simply lets you connect with  credentials allowing you access to resources, but all the files you change/store are done locally on each computer.

I didn't think sysadmins really did this anymore, especially not in a hotdesking situation.

Roaming profile vs Folder redirection vs Local vs what ever else all has it's pros and cons. Depends on your situation at the end of the day.

If you create a file on one machine, log out and then log in to another do you find the file has "followed" you.

If no, then delete away, if yes then you probably don't want to delete too quickly. :)

Roaming profiles can be a fun task to sort out when they go wrong though ;)

I prefer redirecting the users My Documents to a network location than using roaming profiles.......

That is a good solution.   I have had problems with roaming profiles that take 20-30 minutes to load due to the amount of data to be copied.

With the caveat that you direct My Music and My Videos back to the local machine.  It just stops there being any problems when someone uses WMP to rip CDs.
