I for the life of me can not seem to get my iPAQ and T-40 laptop paired

LAPTOP --
Hardware: IBM Thinkpad T-40
Software: Windows XP w/ SP2
IBM Integrated Bluetooth II software for Windows 98 SE/2000/XP version 1.4.3.4

PocketPC --
iPAQ Pocket PC 3970 runing Microsoft Pocket PC Version 4.20.1081 (Build 13100)

Just to confirm, is this h3970 a Pocket PC OS 2002, not Windows Mobile 2003 right? And when you try to pair the devices it throws an Exception?
