Welcome to Geekzone...

It depends on what PDA. If it's one of the new Windows Mobile 5.0 then it will not connect to a LAN service your computer offers through Bluetooth. If it's a previous version, it will connect only if it's running a Widcomm-based Bluetooth software (most HP and Dell).

However if you connect to ActiveSync your PDA will automatically have Internet access through a shared connection. With any PDA (regardless of what software is used), if you connect Activesync via Bluetooth then it will have Internet access (not as fast though as the LAN service).

You will find the Bluetooth limits a little frustating in terms of range - max of 10m, but more like 5m. If you really want to use your PDA, you could consider a wireless router (providing it supports your ADSL connection).

Some routers have wired and wireless ports. You can then connect your computer to the router via ethernet cable for maximum performance, and use the wireless part for your PDA.

It's faster than Bluetooth, and with longer range.

Yes, the connection will be shared from your computer - providing you are connected to it through ActiveSync then your Pocket PC will have Internet access while your connection is active.
