If you want to be nice and give him some for free, have a chat to him and tell him that you have limited data on your plan, and he is using too much. Tell him he either needs to reduce usage, or pay you some money to up the plan.
You could ask if he'd like to pay the extra $18/month to upgrade to unlimited? Sounds like a win-win to me.
Also, I find ti funny that Slingshot caches so many of my torrents. I mean I freakin' love that they do that but you'd think it would be a huge legal area they wouldn't want to venture into.

And having flatmates can be a strain on the marriage sometimes, so another bonus might be that the more bandwidth he has to play with the more time he spends on his computer in his room, leaving you and your lovely Mrs Krispie to have the rest of the house to yourselves. ;-)
