Monitor the usage from the server. If he disobeys take away the blu ray player for a couple of days. Next time a week. He'll soon learn.

If you are running the server on a mac, you could use the firewall settings in OSX to limit connections,

something like icefloor http://www.hanynet.com/icefloor/ looks like it will allow you limit connection by IP address, ( not sure about time)
