Up to you but many people are reporting worse IPSEC speeds on these than on the 951.

As above it does not have any hardware acceleration for VPN - it's still not going to perform well for VPN but as a router it's top notch.

No it's not easy to setup.

I really think you need to properly scope this project.

Unless you want to spend a lot of time setting this up, trouble shooting it and then paying someone to do it anyway - get some one in to spec it at least.
Trust me, this is not something you want to get wrong.
