Is usually only an extra $10 or so to upgrade to unlimitedo so divided three ways is not a lot extra

No doubt there are other expenses that are split evenly but where one flatmate probably uses more than the others eg sky TV, electricity, hot water, toilet paper etc.....

I think your best bet is to try passive-aggressive flatmate warfare tactics such as:

Leave sticky notes on their door reminding them not to use so much bandwidth
Gain access to their computer and print their internet history off for everyone in the flat to see (best to highlight anything dodgy)
Loudly complain about them outside their room
Randomly unplug their devices when they are not around
Place sticky tape under the sensor in their mouse (if they have one)
Create large cardboard cutouts of yourself and place them in strategic locations around the flat with accompanying speech bubbles reminding them not to use so much bandwidth
Eat all of their food and if they get upset tell them it's only fair since they used more than their share of the bandwidth
Change the WiFi SSID to '<name> is a hog'
Set up filters on the router that redirect him to your favourite site, instead of the one he goes to most

Or just man up and say 'stop using all the bloody data!!!'.... no one likes the passive aggressive note leaver.
