I've given this some thought, trialling one of these https://www.matchmaster.co.nz/amplifiers-and-modulators/10mm-mt47/ I think distributing over coax is the right solution, at least for me. But the mt47 doesn’t produce a satisfactory result.  I will next be looking at something like this https://www.amazon.co.uk/Edision-HDMI-Modulator-Full-Distribution/dp/B00KBXKJ2A  I'm distributing the COAX with one of these which https://www.matchmaster.co.nz/amplifiers-and-modulators/30mm-dda28/ allows for a backfeed from the mt47.  This works great.

A DVB-T encoder so the HDMI steam can be fed over a channel is the best approach. Whether it's cost effective or not depends on how many TV's you've got - certainly for the OP it's going to be more expensive, but is a far better solution. It's also worth noting that depending on what modulator you use and the source content that you may need a HDCP stripper as well.

dvb modulation and using the tvs inbuilt tuner will give quite a delay, which will be unpredictable and variable. If you have multiple TVs near each other this will not be acceptable as the sound will all be out of sync from each other.

Just an update, I went with the LKV372A option via a splitter at the main TV source.  Works perfectly, and have not had any out of time sync issues.
