I've been googling her problem and came across a broadband plan called 'naked' or 'pure where a landline isn't needed.  Would those work for her?

mediacorp is the IT company that deals with the motels connection. My daughter has emailed them and awaits a relpy.  Thanks for all your help.

I think you said shes in dunedin?
These guys install an antenna on the roof and run a cable to her room or patch into the phone line going to her room.

Naked dsl requires a phone line - just without the phone part. You would still need to get the copper connected between the exchange or roadside cabinet to her room without any electronics inbetween so they would still need to bypass the exchange or dig a trench to lay a phone cable.
