I agree, this isn't an entry level SPECIFICATION, however, it's cheap for a computer of that specification and there will be compromises made. I think you'll find it's a chipset thing.
We see a few machines sub $1000 with 100Mbit Ethernet, though we don't sell anything like that.
A bit late to the party here, but I had a similar experience a few years ago (2013). I bought a relatively cheap Toshiba as I needed occasional portability, but no serious processing power. i3 2350M etc. However I was surprised to find that it had only 10/100 ethernet, as even back then I fully expected it to be standard on all machines. Kind of like how USB 2.0 is expected, you don't see anything sold with USB 1.x ports!
I do sympathise with you, and with the specs of the laptop you bought, I would also have absolutely expected gigabit. :(
