Not sure if it fulfills your requirements and if it's available in NZ - but I've one of it and it's very quiet (sleeping room) and effective:

Very cool! I ended up getting a smaller Vornado and it seems to be doing the trick. Compact, quiet (if on setting 1 or 2 - 3 is like a jet engine!) and seems to move plenty of air around without blowing it directly on the child. Thanks for all your comments and suggestions.
