How would you regulate items made in countries like China? How would it even work? How would you compel them to comply and who would police and punish non-compliance?

The same way we regulate everything else that comes out of China, which isn't perfect either. 'Goods sold in or imported to New Zealand must comply with standards XYZ under threat of ABC punishment.' But if we only made laws that we were sure would be 100% effective we wouldn't have much of a civilisation, would we?

TBH, if we did that right, all the $2 shops full of cheap Chinese junk would fold overnight, but I don't see any particular downside to that, personally.

Maybe if you earned minimum wage or couldn't afford $10 items instead, you might. I don't personally have an issue with it, but I understand why they exist and think they have a market in NZ.

Do you think if we stated that items had to comply with xyz standard and people are still able to buy privately, under the threshold for duty, these items still wouldn't come into NZ exactly as they do now?

The market should prevail in this instance.

To paraphrase security researcher Vesselin Bontchev (talking about another security issue), "if the market was going to prevail it would have prevailed by now". This is a classic case of market failure, and through I'm usually not in favour of this, we probably need some sort of regulation to sort out that failure.
