Does it have cydia installed? if so then it's jailbroken and potentially software unlocked.

No biggie and as above if it works on telecom it will work on any carrier, but if it is jailbroken and network unlocked then remember updating the firmware will remove your network unlock and it wont work with any carrier.

I get a lot of people coming to me who buy an iPhone on trade me and then try to upgrade it finding that they lose their network unlock.

You can ignore all of the above if you don't have cydia on your springboard because you'll have a network unlocked phone.

Keep in mind with some jailbreak tools you can unlock without installing cydia.

One way to know for sure is to Google the model number, this should provide information on it's country of origin and sim lock status.
