I just saw this unconfirmed piece of info on a Chinese website discussing Apple products. Then I hopped right onto Apple NZ site only to find the "We'll be back shortly" sign there for the online store!!!
Well it is true now! Apple Store back online now with iPad Mini with Retina Display available for order! (Even though shipment date could be 5-10 business days away)
