The IPad only plan from Vodafone are cheaper than the normal 3G data plans. I don't have a iPad 3G. What can I do to get it to work on my iPhone 4? Changing the user agent on my Mac to get it to recognize my Mac as a iPad? I don't know how to do

You should check the first point of Vodafone's T&C's for the iPad data plans:

1. The Vodafone Data Plan for iPad (?the data Add On?) may only be accessed on or through an Apple? iPad WiFi + 3G device, using a Vodafone MicroSIM for iPad. The data Add-On may not be used on or with any other device. In the event that the data Add-On is used through another device, Vodafone reserves the right to terminate the data Add-On connection without notice.

Or to paraphrase: no chance.

You can't Vodafone are much smarter than just going off the user agent ID

I think that terms and conditions is just there to scare people away. I don't believe it. I will try using it with my MiFi router. I will post back if possible. Lol.

Vodafone will disable your sim/account if they detect that you're doing that, I think. (It's been mentioned a few times on various threads here)

How many people do you need to say it's a bad idea before you believe us?! Oh well your choice, good luck, just don't come back on here complaining when they cancel your account.
