Would be grateful if someone could point me in the right direction on this. I have googled it but cannot see anything helpful. I have iPad connected to PC and looking all over iTunes and sync etc but can't see anything obvious to do.

Do you have all your MP3's loaded into your iTunes music library? If not that's the first step.

Probably up under the file menu find 'add directory to library' or some words like that.
