I'd recommend an iPad (4, mini, 2 in that order) as apples tablet experience is just a bit better (quality apps mainly)
Remember that flash isn't all perfect on android either, it's being phased out, and seems to crash & or lag & not accept touch for all controls etc on many devices too.
